For one, I thought this was a great challenge idea, and for two I knew I wanted a card with bright colors. I also knew I could count on Alfred Jones for some righteous grooves, so I automatically looked up hetalia. *laughs* And I was right. Just look at them breaking it down.

I found the image on zerochan, and edited it on photoshop. I found all the splatter vectors and drip vectors at obsidian dawn. The fonts are from 1000freefonts.com. The text is lyrics from the song listed above!
