This is Rakusa the rain dragon, a character from Destination that hasn't made an appearance yet. It has been SO long since I've drawn her. This is actually the first colored image of her that I've ever done.

The drawing part was tedious. I tried to draw her from memory, but that didn't get me anywhere. Things got easier once I looked up some references from Spirited Away wallpapers.
