Tobi and the IRS from a fanfic of mine, "Tobi Tales" -> http://www.fanfiction.net/s/4242422/1/Tobi_Tales, a series of completely nonsensical stories (crackfics, I suppose) starring Tobi and various Akatsuki members. I've been wanting to make a comic from it for awhile, and this is the shortest chapter...so...yep. Enjoy the insanity :D
