This week's caption battle comes courtesy of Desbreko Under The Bridge and features the series Nisemonogatari. The skirt has no name as far as I know:

And in the coveted first place, because (and this is important) things crotch-related are extra funny when they're used in a proper and fitting context... Ace!
There's only one way left in which the phrase "crotch rocket" could be more fitting.
What can I say, the man understands my sense of humour.
