I don't think he has a canonical age, but he's been to over 3 different regions, so let's assume it takes at least a year to get through each, I guess he'd be around 15-17.

I don't think Dawn should be with anyone, lol, i mean she's 10 (it's the age they can get their first pokemon in the anime), and Team Rocket repeatedly says that Ash has foiled them for YEARS, so, yeah... and Paul is just an ass.
