Here is my summarized explanation of what I did.
Blue background ->Layer on top gradient light blue to dark blue
Layer dark green to green->layer on top with grass texture
Layer with trees as they are
Layer with sparkles birds and arcane symbols as they are
Made my own stepping stone shapes and added a texture of a real stone wall on them
Made arcane symbols transformed them with perspective holding the (ctrl key) outer glow.
Made a pen tool path and used stroke with a hard brush and used an outer glow on that and made the line red-pink.
