Second Chance
Batman and Robin watch intently as an ambulance carrying Two-Face takes him to the hospital. Robin asks Batman if the operation will make Harvey better again but Batman is unsure. He then reminisces the accident that created Two-Face.
Inside the hospital the doctors talk to Harvey telling him that his bad side has been mostly submerged and they believe that if they remove the scars that created Two-Face the persona will be gone forever. Harvey then asks if Bruce picked up the tab for it and thinks back on his friendship with Bruce. Harvey is put under and the doctors prepare for the surgery but before they can act thugs run in and start firing machine guns into the room. They take Harvey claiming the boss wants to "teach him some respect." Batman and Robin try to stop the thugs but they fail to keep them from escaping the room. The duo goes after the escape vehicles but Robin fails to stop his target. Batman succeeds but finds that Harvey isn't in the van. Later Batman and Robin consider where the vehicles were going and whom they were registered to. They decide that either Penguin or Rupert Thorne must be behind the kidnapping. Robin heads out to check out Thorne while Batman goes to interrogate Penguin.
While Robin attempts to sneak in on Thorne he's caught but taken to his target. Robin explains that Harvey's been kidnapped and he thinks Thorne's behind it. Thorne tells him he may hate Dent's guts but would kidnap him in the o.r, he tells men to take Robin to the Gotham Gate Bridge to throw him into the river. Fortunately, Robin has a glasscutter in his glove and manages to cut his bonds. He makes short work of the thugs but is no closer to finding who is behind Harvey's kidnapping.
Batman goes to see Penguin. Penguin explains that while Harvey had stolen a jewel encrusted statue of a two headed roc from him he isn't behind the kidnapping and would take on Two-Face directly. He then sets his birds on Batman and shoves him off the prison wall. Batman manages to escape but he too is unable to tell who kidnapped Harvey.
The Duo meets up again and Batman is now sure he knows who kidnapped Harvey. Returning to the scene of the kidnapping Batman finds masonry dust on one of the kidnapper's boot prints. He now knows where Harvey is and heads out to get him. Robin wants to go too but Batman tells him he has to go it alone.
Batman heads out to the Half Moon Club to confront Harvey's worst enemy: Two-Face. However, Batman is captured by Two-Face's thugs and chained up to a crane. Two-Face tells Batman he'll detonate some dynamite that's connected to the crane and kill Batman unless the coin says different. He flips the coin but Batman insists that Two-Face let it hit the ground as he wants to see which face lands up. Two-Face agrees to the terms and lets the coin fall. The coin lands on edge. Shocked, Two-Face flips the coin again but it lands on edge again. Because no head is up Two-Face can't decide what to do and keeps flipping the coin. Batman manages to escape his bonds during this time and takes out Two-Face's thugs but not before the thugs accidentally activate the dynamite's detonator. Meanwhile Two-Face continues to flip his coin but it keeps landing on edlge and rolling until it goes over the edge of the building. Two-Face goes after the coin falling off the building himself but Batman catches him. Batman tells Two-Face he needs his other hand to pull him up but without the coin Two-Face can't decide what to do. Batman tells him it's a trick coin and will always land on edge so Two-Face will have to make the decision on his own. While this goes on, the thugs prepare to kill both Batman and Two-Face but Robin shows up and stops them. Two-Face decides to let Batman save him but then changes his mind and punches his enemy. Unable to let Harvey die, Batman goes after Two-Face and catches him and uses a grapple hook to escape both the fall and the dynamite.
Later, Two-Face is taken back to Arkham while Harvey is happy to see Bruce is there for him. After Harvey is taken away Bruce then tells Dick that he's glad that he's always there for him.
Tyger, Tyger
Selina Kyle enters into the Gotham Zoo after-hours and examines a tiger kept in captivity. She calmly talks to the tiger, unaware of a sniper watching her from a tree. The sniper shoots her with a tranquilizer and jumps out at her. Selina insists that she won't let the man get to the tiger but her assailant tells her he's not there for the tiger. A security guard arrives and sees he sniper carrying off Selina and is horrified by his gorilla-like appearance. The guard is shoved into the tiger pit and the sniper runs off with Selina.
Meanwhile, Bruce Wayne waits for Selina outside a restaurant and gets worried as she's very late. He calls Alfred but Alfred knows nothing. Fortunately, an employee arrives and tells Bruce that Selina called and said she'd be late, as she would be visiting the zoo.
Believing Catwoman may be up to something, Bruce heads out to the zoo and hears the guard's story about the gorilla carrying Selina off and searches the premises. Finding the tranquilizer dart, he realizes something is wrong. Elsewhere, Selina wakes up and finds a large, humanoid cat-creature approaching. The creature closely observes and sniffs at Selina. Selina is worried but a man, Dr. Emile Dorian, arrives and introduces the creature as Tygrus and observes that he likes her. Dorian goes on to explain that he is a geneticist that works on creating new creatures such as Garth the ape man (Selina's assailant) and that Tygrus is the pinnacle of his work. He has now set his sights on Selina whom he knows is Catwoman. Selina thinks he's crazy but Dorian is unfazed and injects her with a serum.
Looking to get more clues, Batman goes to see Dr. Kirk Langstrom and asks about a compound he found in the dart. Langstrom identifies it as T-99: a compound used in splicing and the brainchild of his teacher, Dorian. Langstrom shows batman a cat/monkey hybrid and explains that Dorian likes cats better than he does people and has worked on combining cat DNA with other creatures. However, Dorian moved to an island when his work started bringing negative attention. Batman heads to the island and discovers a cat with bird wings flying around. Ignoring the cat, Batman seeks to break in through the skylight but Garth catches him. Batman and Garth crash into the skylight and Dorian tells Garth to leave them. Dorian then proudly shows Batman his newest creation: a new Catwoman. Batman is horrified but Dorian believes he's done Selina a favor. Batman attempts to free Selina and demands that Dorian reverse the project but Tygrus arrives and throws Batman from his father. Tygrus looks at Selina longingly but she looks away from him. Batman gets up and Tygrus, seeing him as a rival, attacks him. Batman is scratched and Selina runs up to Tygrus telling him to stop. Selina is confused as to what she is now and Batman tells her that he'll help her. However, Dorian orders Tygrus to take Batman outside and has Garth catch Selina in a net, much to Tygrus' displeasure. Dorian is intrigued by Selina's dominant human side and views Batman as a perfect chance to test Tygrus' abilities.
Batman is given a head start to escape from Tygrus and told that if he manages to beat the creature, he'll get the antidote to Selina's condition. However, Dorian lied about the head start and sets Tygrus out after him. Batman attempts to stop Tygrus with some gas bombs but this only serves to make him angry.
Inside, Garth and Dorian prepare to inject Selina with the final part of the serum but she refuses to allow it and escapes. Dorian is unconcerned as they are on an island and there is no way for Selina to escape.
Back outdoors, Batman and Tygrus struggle with one another and Batman finally manages to catch Tygrus in a net. Tygrus angrily shouts at Batman revealing that he can talk. He explains that Dorian told him that with Batman gone, Selina will love him. Batman tells him not to count on it and leaves.
With her newfound abilities Selina manages to track Batman who is crossing a rickety broken down suspension bridge. Unfortunately, Tygrus catches up with him and in the ensuing struggle the bridge. Unfortunately, Tygrus catches up with him and in the ensuing struggle the bridge breaks causing both combatants to fall. Fortunately, Batman manages to catch a tree growing from the cliff side and evades Tygrus who seemingly falls to his death. Selina finally manages to find Batman but before the two can speak, Tygrus arrives again. Selina gets in between them and tells Tygrus that Batman is not his enemy and her affections can't be won by killing him. Tygrus is confused, as his father told him the exact opposite of what Selina just told him, and he runs off.
Dorian is outraged that Batman is still alive and scolds Tygrus for his weakness. Batman arrives and says that he's not Tygrus' enemy and all he wants is the antidote and for Dorian to be brought to justice. Tygrus, however, can't leave his father unguarded and guards him. However, Dorian, blaming Selina for Tygrus' weakness prepares to kill her. Outraged, Tygrus stops him from shooting her and in a fit of anger Dorian threatens to kill him. This proves to be the wrong thing to say since Tygrus realizes his father has turned on him and goes on a rampage. Tygrus destroys the lab causing an explosion that topples the building. Selina is upset that Tygrus has died but Batman assures her they don't know that yet. Batman's assurance proves to be true as Tygrus emerges from the building carrying Dorian. Selina is now despaired as she is now stuck as a real Catwoman. Tygrus invites her to stay with him, but when Selina insists that she can't live like that, he sadly gives her the antidote and returns to the forests of the island. While Selina invites Tygrus to come with her, he turns her down and returns to the forest while Batman thinks back on Blake's poem "The Tyger."
Appointment in Crime Alley
Roland Daggett watches with interest as a scale model of Crime Alley is blown up and congratulates his hired arsonist, Nitro. They discuss their plan to blow up Crime Alley and make it look like an old gas line ruptured so that it can't be traced back to Daggett. Nitro assures him that the job will be done at 9:00 sharp.
Meanwhile, Bruce Wayne watches Summer Gleeson give a news report about the City zoning board rejecting Daggett's proposal to bulldoze a block in Park Row - once an upscale section of Gotham, but now fallen into dilapidation and dubbed "Crime Alley." However, the area is still occupied and as the residents have nowhere else to go, they resist its destruction. Daggett appears on the news, arguing that although Park Row is a historical landmark, it's a breeding ground for crime. Bruce realizes that Daggett is up to something, but he has an appointment to keep, an appointment that he has never once been late for. Batman heads out to Crime Alley and runs into a young girl who is screaming for help. The girl tells Batman that there are some men threatening her mother and Batman goes to investigate. Inside the girl's apartment, Batman discovers three thugs destroying the place, telling the occupant that she was told to clear out. Batman easily beats the thugs and learns that the three were working for some corporation and were strong-arming everyone to leave.
Meanwhile, Dr. Leslie Thompkins, who runs a free clinic near Crime Alley, notes that Batman is late and decides to go out to look for him. A co-worker cautions her to be careful but Leslie says she's not afraid. While looking for Batman, Leslie comes across Nitro and a thug and confronts them. The two capture her and tie her up, dropping a blasting cap in the process.

Elsewhere, a desperate man who has lost both his job and his house is holding a clerk from Daggett Industries hostage on top of a roof, and plans to kill him. Batman intervenes and manages to save the hostage and capture the madman. After finishing his task, Batman goes to Leslie's house and flips through an old scrap book containing newspaper articles about the tragedy that claimed the lives of his parents and how Leslie comforted a young Bruce Wayne after he lost his family. Batman searches her house and sees a homeless man staring through the window. Batman confronts the man and discovers that he picked up the blasting cap. After some pressure, the man reveals where he saw the men take Leslie.
Batman heads out to get to Leslie but a trolley driver passes out at the controls and the vehicle goes out of control. Batman has no choice but to try and stop the trolley. He manages to do so but at the cost of losing the Batmobile's back wheels. Time is rapidly running out and Batman must now travel without a vehicle.
Nitro and Crocker finish up their job but Batman catches them both in the act. Nitro quickly confesses what they are doing, and says that they have to get out of there before the bombs go off at nine o'clock. Batman locks them both in the back of Nitro's van, ensuring that if the bombs do go off, they'll go up with them. He rushes into the condemned building to save Leslie. He defuses the bombs next to her, and she warns him to get the people out of the hotel before it explodes. Daggett gives a speech to the zoning board, keeping one eye on his watch, and arguing that they "cannot allow the underclass to hinder [them] from building a better tomorrow." As he finishes his speech, the bombs go off and several buildings are destroyed.
Daggett arrives at the fallen strip of Crime Alley and is shocked to discover that Batman has disarmed the main bomb and his thugs have only managed to destroy a few condemned buildings. His thugs are quick to confess but Daggett denies any involvement and drives away. Batman starts to go after him but Leslie tells him to let it go and reminds him that there's an appointment to keep.
Batman and Leslie go to the spot where his parents were killed and Batman lays two roses down in memory of his parents. Leslie claims that it's sad what happened to Crime Alley and that good people lived there once. Batman assures her that "good people still live in Crime Alley."
Judgment Day
In his design studio, the Penguin is conducting illicit business with Killer Croc, fencing a stolen diamond. He informs Croc that the item he stole is not a seller's market and therefore can only offer him $50,000 and nothing more. Killer Croc is outraged and claims that the diamond is worth at least ten times more than that. The Penguin justifies his reduced offer based on expenses entailing his business. At that time, Two-Face arrives and makes a sarcastic remark about the Penguin's duplicitous demeanor. The Penguin turns to him and says that he was able of securing a better price for his stolen goods. Killer Croc becomes even more infuriated and the Penguin tells him he can find himself another fence. Croc grudgingly takes his money and leaves with Two-Face. The Penguin cordially bids them goodbye and turns to his safe. As he stashes the diamond and a wad of money inside, he boasts of how he swindled Two-Face. Upon that, a deep voice surfaces, asking if there is no longer honor among thieves. The Penguin turns around to find a tall figure dressed in a long black robe, and wearing a ceremonial wig. The figure accuses the Penguin of being worse than a thief, for trafficking in stolen goods. The Penguin vouches for the legitimacy of his business, claiming to have no prior knowledge of the origins of said items, and therefore considering himself exempted from the law. The man proclaims himself as the Law and unsheathes a sword. He says that the Penguin is guilty and starts swinging at him. The Penguin runs for his life and calls out for his henchgirls, only to find them tied up and hanging from the ceiling. He then makes a run for the backdoor and tries to unlock it, while his pursuer sends a giant penguin model rolling towards him. The effigy runs over the Penguin, knocking him unconscious. The mysterious vigilante observes the Penguin trapped under the rubble and walks away.
Next morning, the Gotham Insider reports the attack to the Penguin, who is said to be in critical condition. While Killer Croc hears this with relish, Bruce is not pleased. Councilman J. Carroll Corcoran goes on record to publicly condone the actions of the vigilante whom he dubs "Judge," saying that justice must be served. Two-Face listens to this, while flipping his coin. Later on, by Gotham's bridge toll booths, two police officers bemoan about their assignment, and as they enter the pick up van, Killer Croc stows away underneath it. He commanders the moving van and throws the two policemen out. When he rejoices for it, the Judge appears atop the van and starts mauling an oversize gavel against the windshield. He smashes the window in and causes the van to flip over and collide. Croc lunges at the assailant, but the Judge dodges and hits him. He accuses Croc of murder, mayhem, and manslaughter, whilst bludgeoning him with the mallet. Croc climbs up to the top of the bridge, not realizing that the Judge out ran him. From afar, Batman is watching and takes off towards them. The Judge and Killer Croc struggle over the hammer but Croc loses balance and plummets to his death. The Judge announces that the court is adjourned, but Batman saves Croc inches before hitting the ground. The Judge disappears without a trace. In a private conference, Councilman Corcoran bestows the Judge with two diskettes containing police files that will help him in his cause, but not before noting that he cannot be connected to them. The Judge inquires the reason for his help, and Corcoran explains that he has gained popularity since he started endorsing his vigilantism and if Gordon has his hero, he also can have one. Finally, he states that the Judge's doings work out for everybody. The two men shake hands and Corcoran sneers with conspicuous glee. The next day, the Gotham Insider reports that the Judge neutralized the Riddler and his goons, when they laid siege to Gotham's Golden Quill brunch earlier that morning. Councilman Corcoran declares that he was well-informed about the Judge's attack and hints at Two-Face as the next target. Upon hearing this statement in a pub, Two-Face expresses his outrage by shooting the TV set. As he leaves, an undercover Batman takes off in his pursuit. In his hideout, Two-Face is contemplating to inflict some pain in Corcoran and the Judge, when Batman hits him by surprise. Holding him down, Batman tries to calm Two-Face, claiming he wanted to find him before the Judge did. As soon as Two-Face dismisses his help, every exit in his apartment is locked shut. The TV set turns on and a video recording of the Judge pronounces Two-Face's punishment — death by asphyxiation — and gas starts pouring down the air vent.bbTwo-Face quickly opens a concealed trapdoor, only to find that the secret escape hatch, which no one else supposedly knew about, has been shut down as well. Batman pulls Two-Face away from the gas and hurls an explosive batarang at the air escape, causing several explosions, thus setting them free. As Batman struggles to pull himself back up, Two-Face kicks him unconscious, and runs away.
Back in his office, Councilman Corcoran is on the phone with the Judge, who is expressing his aggravation over Batman's second interference and wants to deal with him. Corcoran tries to appease him, stating that he has a primary next week, and a fight between two "heroes" could not bode well for him. The Judge hangs up on him without responding. At that moment, Corcoran is visited by Batman, who inquires about the Judge's whereabouts. Corcoran is elusive and Batman declares he wants to apprehend him before he really kills someone. Corcoran dismisses his concerns and starts ranting about the "ineffective system" that keeps putting criminals back on the streets. He goes on about the will of the people, but Batman leaves before he finishes rambling.
In the underground parking lot, Corcoran walks to his car while rehearsing his speech, when he's intercepted by Two-Face. Corcoran starts backing up and is knocked out by one of Two-Face's goons. Inside a courtroom, Corcoran is tied to a chair and Two-Face interrogates him about the whereabouts of the Judge. Corcoran swears he doesn't know, so Two-Face decides to make an example out of him. He tosses his coin and it lands on his hand with the good heads up, but he then flips it over to the back of his left hand, making the bad heads looking up. He tells his goons to get on with it, and as they carry him away, Corcoran offers Two-Face kickback money to spare his life. Two-Face responds that he should have mentioned it sooner so that he could have flipped the coin on it. Corcoran is dragged away begging for his life. In the Batcave, Batman is examining the Judge's gavel he retrieved from the police impound, as Alfred comes in holding a service tray. On close examination, Batman ascertains that the mallet is actually the Marshal Award, a trophy bestowed annually by the Bar Association to a judge or attorney for excellence. When he pulls down a list of past winner, Alfred exclaims in shock upon recognizing one name.
Back at the court, Corcoran in blindfolded and tied to the base of the statue of Lady Justice. As Two-Face's thugs pull out their guns to murder him, Corcoran lures them with the money Two-Face had previously rejected. However, the goons are discouraged by the thought of betraying Two-Face. Suddenly, they see two magnetic cuffs being attached to their wrists, disarming and binding them together. When they try to run for the exit, the Judge is blocking their way out and draws his sword. He takes charge at the restrained thugs and pins them to the ground with a wooden adornment.
The two vigilantes duel.Corcoran, who by then had managed to take off his blindfold, goads the Judge to kill them as they sure were about to do him in. The Judge replies that the councilman is in no place to judge others, for he also is a transgressor of the law he swore to uphold. As the Judge prepares to execute Corcoran, he is disarmed by a batarang. Batman jumps in and is about to reveal the vigilante's identity, when the Judge hurls two magnetic cuffs at him. Batman is restrained and a fight ensues. Though even with his both hands bound, Batman is able to knock the Judge down. However, the Judge is not defeated and hurls yet another pair of cuffs at Batman's feet. While he reaches for his sword, Batman pulls out a grappling gun and reels himself up. The Judge jumps on his back and the two vigilantes struggle.
"Guilty... guilty... guilty..."However, Batman manages to shake him off and the Judge plummets to the ground. Batman takes the keys from his unconscious body to unlock the cuffs. Worried for his reputation, Corcoran pleads for Batman's help. Batman declares that it is worse than he thinks and then he unmasks the Judge. Corcoran is shocked to find out that the "hero" he adamantly endorsed was none other than Two-Face. As the police and reporters enter the building, Batman exits, leaving Corcoran lost for words.
The next day, Bruce is reading the newspapers about Corcoran's indictment and subsequent loss of primary. In the meanwhile, Alfred tries to make sense of what had happened. The two conclude that the Judge was a third personality, separated from the rest, that Harvey Dent had unknowingly created to fight crime. Moreover, that is why the Judge was aware of the secret underground passage only known to Two-Face. As they wonder about his fate, Two-Face is sitting in his Arkham cell, standing trial inside his mind. Once the Judge asks him how he pleads, Two-Face repeatedly declares himself guilty, with a terrified look on his face. 
Animal Act
Batman and Robin sit perched on a rooftop watching for criminals. Nightwing arrives and has a quick conversation with his old mentor. While the two talk, Robin points out that someone is climbing to the top of a radio tower and stealing a circuit board.
Batman confronts the assailant but is attacked and thrown from the roof. While he is able to save himself with his grappling hook Nightwing and Robin are left to confront the criminal alone. Robin tries tying up the crook with bolas but the crook simply breaks the cords and takes off running. Nightwing gives chase and manages to knock off the criminal's hat revealing that it's actually a gorilla. Nightwing recognizes the gorilla as "Peaches," but she still manages to escape.
Later, Dick and Tim go to the circus where Dick grew up and check up on Peaches. Unlike the night before, Peaches is quite docile and friendly. The gorilla's trainer Miranda arrives and talks with Dick. Dick realizes that things have changed since he left the circus but learns nothing about the robbery.
That night, Dick looks through a photo album and reminisces about his past days. Batman arrives and explains that wherever the Haley Circus has been, there have been a series of robberies. Dick insists that Miranda had nothing to do with it but Batman is unconvinced, as it's been a long time since Dick had known her. Dick and Batman get a call from Robin and head out to stop another robbery. They arrive at the scene of the crime and discover a pair of bears sorting through some electronic devices. The bears take the offensive when the crime fighters arrive. Nightwing tries to slip one up bears with an oil barrel but the bear knows how to ride it. Nightwing realizes that these bears are from the circus. Batman and Nightwing manage to trap the bears under a car lift and behind a forklift.
The police return the bears, Polly and Dolly, to the circus. Like Peaches, they are now docile and obey Miranda without any trouble. Miranda insists that she knows nothing about how the bears managed to get out and what they were doing but Bullock doesn't believe her. He sets out to leave but runs into a clown that's resting on his car. This clown hassles him a bit and runs off.
Miranda heads back to her trailer and discovers Dick has gotten in. He reveals to her that the door was not locked. She insists that while she isn't very careful about her own door, she knows that the animal cages were locked. She believes that someone is messing with her animals and she intends to find out whom.
Dick returns to his apartment and finds that Batman is there waiting for him. He shows Dick a security tape of the bears actually knowing the access code to enter into a secure room. This reveals that the bears are too smart to have simply been trained.
Back at the circus, the clown that hassled Bullock approaches the bear cage and the bears walk up to the side of it. The clown reaches in and removes the control chips he implanted on the bears. Miranda arrives and confronts him and recognizes him as The Mad Hatter. Miranda prepares to attack but a boa constrictor wraps around her and traps her. Batman and Nightwing arrive at the circus and find Miranda trapped in the lion cage. They manage to save Miranda and she directs them to the big top. The Mad Hatter confronts Batman and Nightwing explaining that he learned how to control animals from a great distance but with humans he still needs proximity. At this point, Miranda turns on Nightwing and attacks him with her whip while the circus strong man grabs Batman. The rest of the circus performers arrive and start attacking the crime fighters. Fortunately, when the Fire Breather attacks Batman, Batman manages to trick him into setting the Mad Hatter's hat on fire getting him to remove it and setting the circus performers free.
Mad Hatter tries to escape and opens Peaches' cage in hopes of controlling her and having her help him to escape. However, Batman and Nightwing catch up to him and destroy his hat. Peaches then pins him to the ground and starts jumping on him.
Later, the circus is peaceful again. Dick explains to Bruce that Tim wanted to experience circus life so he arranged for him to live with Miranda for the rest of the week. Tim is greatly disappointed as his job is to clean up the cages. Dick, however, claims that he misses the life of show business.
