"Cartoons" is indeed the official English term for animated forms in general, just like "Anime" is Japanese-speaking term for animation in general (although it's also English-speaking term for only Japanimation). Honestly, I find it annoying that some people insist on only using the term to distinct animated works of English-speaking Western countries (counting U.S. and U.K.) from Japanimation itself.
