I think the anime is called Eden of the East but i did not see that category so I put it in other anime. I never seen the anime but i liked the scan. And I think that the carousel is pretty in it.when i saw the picture thought since the people were looking down at the city it made me think " a ride around the world" I think it is silly but maybe you will like it ^^
