So... who knows who this is? Yup, it's Static Shock aka Static. I didn't know there was a Static (DC Comics)comic of it and he' a member of the Teen Titans.

Comic/television/film writer Dwayne McDuffie passed away last Tuesday due to complications of surgery; he was 49. McDuffie co-created the character Static Shock (who later moved into DC's mainstream).
