Oh~ I see~ Well what if someone on Earth knows about the Gates and wants to move there? Could they ask the Organization for permission or something?

*scratches head* Basically it's because the Gates are supposed to be a secret from people on Earth. People from Earth were coming to the Gates en masse in the past, which caused problems with the Gate natives; so immigration was halted. Now, most people no longer know about the Gates. The mediating organization that keeps balance between Earth and the Gates would like to keep it that way.

Reka: And we work with that organization now.

Takeshi (to Reka): Ah. (to you:) If someone immigrated to a Gate? I suppose they could get a mark if they chose to. But normally, only people born in the Gates will be given a family mark. Again, immigration between Earth and the Gates is very rare. In fact, it's discouraged.
