This is quite random. xD It's obvious that the inspiration came from the mini skirt episode in FMA, hence the background but it's Riza instead of Roy. Is she giving into Roy's persuasion of making women wear mini skirts? XD I suppose any other girl in her position would give in faster than she would? Such crazy fangirls we are, eh? ....
