This is Shimako from Maria sama ga miteru~
She's one of my favourite characters! She's so beautiful and so kind! My favourite is Rosa Gigantea (Sei) and Rosa Gigantea en bouton (Shimako). They're soeurs in Maria sama ga miteru. (You'll understand if you saw the anime, read the manga, or read the novel.)
