Revolutionized Automatic Transelectrical System.

After all computers inexplicably collapse, the world is set back 100s of years and forced into a cultural pit, leading to incredible wars and the destruction of multiple continents, eventually all surviving peoples are gathered onto No Machs land, formerly known as Iceland.
Eventuallly a new system functioned entirely manually known as RATS is developed. With RATs the inside of all buildings are filled with thick wires, all connected to a large systems board which can control all the electrity. It can transfer electricity from Slums to more populated areas. It can electrocute more seedy, corrupt areas, killing the inhabitants and making room for more wealthy persons.
The only supposed setback is the constant contest for Control, know as the CFC, Canidacy for Control. The main parties who take part in the CFC are techno gangs, groups of cyberly minded violent youths. Most achieve power through brutality and violence.
The above persons are Cleo(girl) and Leo(boy), the persons who constitute the gang known as Yellow Skull. They are on the path to perpetual Control not through violence, but through hacking the electrical systems.
