This is the most succesful of a line of Kure-ji's experiments to merge human DNA with the DNA extracted from dragon fossils. Unfortunately flight and flame breath couldn't be achieved, but it's possible that after a generation or two of breeding it could gain these attributes. Unfortunately for that, though, the merging of the two seperate species' DNA has rendered the resulting creature infertile and so it can't successfully breed to test that theory.
