From the series Otome Youkai Zakuro, which is very cute and I'd very much recommend you check it out. The blond guy that's frozen up is the male lead Agemaki, who is very much afraid of demons. Unfortunately, he and two other soldiers in the Japanese army (it's Meiji era) are assigned to work in the Ministry of Spirit Affairs, where they and four half-fox demon girls and some full demons do exorcism-type stuff. And that's all I'm gonna say to not spoil it. When my anime club watched this, our first reaction was, "Oh crap, it's Tamaki (of Ouran) again!", but Agemaki is rather fun. The demons around him are Kushimatsu, a fox spirit that's a head of the group, a little pumpkin-head child demon (there's a girl too and they're adorable), and Mamezo, a demon rabbit thing that is really one of the best characters. So yeah, check this series out if you haven't already; it's cool characters and a good story.
