This is Captain Yaeger, Ema's father. He's the head of the Spec Ops department and very respected for his assassination and spying skills. The hair tie he wears was a gift from Ema when she was younger. Despite the fact that they hardly get to see each other, she is still very close to him and he'll always see her as his little princess.
