This is a character from a story I was working on back in 2006-08. It's called: Arcane Destine: Tale of the Fallen Angels (物語のザ墜落天使: 運命隠し事, Kakushigoto Unmei: Monogatari no za Tsuiraku (Rakka) Tenshi, this roughly translates as "Secret Destiny/Fate: Tale of the Falling Angel/s")
