I'm not sure. :o I just call that drawing the line art. xD I think rendering is tracing over a screenshot/photo/etc to make the quality of the picture better for the use of e-cards and wallpapers.
I use a lot of layers so if I make a mistake when coloring, I can erase that particular color and not anything else. If I did everything on the same layer, I would end up erasing the line art and other colors along the way.
It's also cleaner to color on a separate layer, because if you use the bucket tool directly on the line art, it leaves a white line around the inside edge of the line art, which doesn't look very clean.
There are people who are really good at doing one-layer pictures, but I can't seem to get the hang of it. xD That's because I have a dependency on the eraser tool... >u>; Doing one-layer digital art usually makes a picture look sort of painted, and often times doesn't have a definite line art.

I think the new version of GIMP has the layers, paths, and more all in one window that usually automatically pops up when you open the program. :) If it doesn't pop up, go to Windows, hover over Dockable Dialogues, and click layers to open the layers window. Do the same thing except click paths to open the paths window, which is used later in the tutorial. :)
Hope this works! This tutorial is a bit old, so I don't know how much it'll match with the new version of GIMP.

Doing line arts by hand is totally fine. xD And a lot easier. Keep at it, and find a coloring style that you feel comfortable with~
