You do make a point. But then again, this was discussed in a Japanese forum. It's either only a few knew about it, or it isn't that much of a big deal for the Japanese fans since they're not the ones who suffered the consequences for this.
Here is a link to an image that shows the difference in the animation quality of Episodes 1-3 and Episode 4. The first three columns of pictures at the left correspond to Episodes 1, 2, and 3, respectively, while the remaining columns were taken from Episode 4.
As for everyone else, here's another link that you may check out in regards to the "unforgivable incidents" of anime. It's in Japanese, but it does feature some interesting pictures and videos that gives us an idea of the incident.
Yeah, I remember the proximity of the eyes towards the television being a factor. And like I said, mass hysteria also occurred, since some apparently felt ill not exactly because they saw the episode but because other people saw it and got sick, which made them assume as well.
It's not so much the content, but there's a noticeable art shift where everyone just looks kind of sketchy and off-model because they handed that episode to a different art director. 2ch complained and one of the founders of Gainax got involved in a flame war over it and had to resign.
I know and understand that, I was just expressing my opinion. I know it was horrible, but it not completely the show's fault. YOu have to take into account of the kids sitting close to the screen and not having the room properly lit.
Maybe they found the 1997 Pokemon seizure incident to be unforgivable because they may have been part of the hundreds of people who felt ill after watching that episode years ago (though many of them are believed to have simply suffered much due to mass hysteria). That event should have been probably traumatizing to them, especially if they were just kids during that period.
Besides, some of the other incidents mentioned took place a long time ago, like the City Hunters episode in 1989 that featured a one-frame flash of Asakura Shoko, the Aum Shinkiryo cult leader who would later become the mastermind of the 1995 deadly sarin gas attacks (and believe me, those gas attacks was quite a big deal worldwide).

People still can't get over the pokemon thing? Sheesh, it was almost ten years ago, get over it. The endless eight was annoying to watch but it was slightly understandable, plus we got to see everyone in their bathing suits, so I guess those times are equally exchanged.
You've got a point, I was mostly just putting it out there because half of the first list goes along the lines of "The existence of the Idolm@ster Anime", etc.
Honestly, not that I've seen it, but Seikon no Qwaser is no worse than something like Queen's Blade, for instance. They have their audience, and for everyone who isn't in that audience (many, many people, I hope lol), it's easily ignored. The "Endless Eight" debacle (as well as most of the other incidents mentioned) is on a completely different level because of Haruhi Suzumiya's immense popularity.
I still can't believe someone actually had to resign over Gurren Lagann episode 4. I mean, sure, it was completely dada and off-model, but it still doesn't compare to the hilarious badness of the "Sasuke can see you" image.
Also, considering how recent Endless Eight was, I'm kind of surprised that the existence of Seikon no Quaser isn't on the list.

That's because one of the incidents was the "Nice Boat" incident (see the Otaku Review link for this one), wherein the violent ending of School Days was moved to another schedule due to the occurrence of a crime similar to a scene in the said anime. Naturally, I watched the ending to see why it was canceled, and now I'm totally traumatized by it. Reading what transpired next simply worsened my trauma.
That's what happens when you do this stuff during midnight.
