It is the fact that Ghibli has announced that it will not license anymore of their titles to English. This does not affect Ponyo's release in any way. However, it means after this series, no more Miyazaki or Takahata in English. That's what it means.
Wait, I'm confused, so...UK licensed it for English speaking countries, but we don't think that there will be one just for America? I'm a bit confused by all of it.
