It has been fansubbed. This is an official release by the company that made the show. Fansubs are a great way to introduce other people to a show, but they're technically illegal and the company makes no money from them, so some fans will refuse to watch unofficial subs.
Looks like Bandai Entertainment will need to dub/sub more "Haruhi Suzumiya" episodes before anyone tries to illegally sub them.
Regarding the last line in the news post, I guarantee this series will still be hot for lots of Anime fans, regardless of age, just like some classics like 1979's "Mobile Suit Gundam".
