Well, this one is pretty much simple
There was a trick on the b/g anw :D. I duplicate as much layers on the main picture as I can and enlarge the rear b/gs (the ones on the back) and erase the things that dont look good, and use clone to make the layer b/gs look fit together. Then I merge all the layers together. After that, I added the rain effect; I open a new layer Black, then I use Filter-Sketch-Graphic pen Stroke= around 15 or sumthing (kinda dont remember clearly)/ light/dark balance=around 80 to 90; Stroke drection= Vertical; Blending mode screen./ Opacity=ur choise (I use to low # here); Filter-Blur-Gaussian blur /Radius= 0,5 - 1 pixel. and after that I change the colors by using gradient and some other color tools and add textures... I do use blur a lot and usually change the blending mode ^^
