I think this is Haine from the Manga/Anime DOGS: Bullets & Carnage, which, if you haven't seen it yet, need to watch immediately. It's made of 100% win.
This wallpaper however, is fantastic. It's so many levels of awesome, <3 Great work, I really like the colors and the splash of yellow from the butterfly.
