See, in Ducky Land, Lucy belongs to someone who owns both a bacon factory and a theme park for dogs (the bacon factory being the primary food supplier of the theme park); and the reason Lucy went missing is because she was going through a slightly rebellious phase.
But if this isn't the case, then you should keep her. :D

And honestly, I hope you can keep it that way. But you're right, if Foreign Dog belongs to someone else, then it's only right to return her to said owner, I suppose.
Here's hoping they're not like those owners you see on Animal Cops.
