Although it's a tie at some points, I'm thinking Othello is the most intelligent out of the characters since he is immortal and learns a lot more stuff. The dumbest in my opinion is Poker... Self-Explaintory... -_-'

Poker doesn't run anything. Othello is the Guardian/Creator/Founder of Halloween Town. It is currently run by Jack Skellington. But since Othello was the first Official Pumpkin King, everyone knows him and respects him.
