Help?

hey all. can some one tell me if there's a site where you can resize gifs and make gifs for free cuz i really need one there are alot of pics i want to resize or make into gifs but can't because my photoediter sucks monkey butt. so if you tell me the name of a site or the link that'd be really great. thanks guys.
