Last time I was in my library, a couple months ago actually, they still didn't have anything in the manga department, but they did have some of the Studio Ghibli films on DVD which is a start. That's actually a smart way to go however, it does make it easier to get access to more titles.
I literally only use my library to get manga and graphic novels, with other various books because it's not feasible to buy (I read them, and then move on).
I stopped using my library's computers when the ignorant running the sign-up desk actually ignored the sign-up order and let the people who signed after me get access ahead of me. I waited till I was out the door to start yelling, no sense in penalizing the other Library patrons because their librarians play favorites.
I got lucky a couple years ago, my fines were lost when the Library upgraded their computer system, so my new card is clean, and I never used it once since, but I can use it at pretty much any Library in the state on that computer system (yay!) so if I ever need it out of town, I've got it handy.
