it's in a episode from Kiddy Grade when this happens: is the first time when Eclair meets Armbrust(the auditor) to supervise them in missions.....as you've seen, her reaction is 'HUUUH?!' because she, being 16, finds it unusual for her hand to be kissed.....he, as a 20-year-old gentleman, develops some feelings for her throughout the series, but is always cut down by her childishness and rash actions.....so, this was only the beginning...Kiddy Grade is fun, I recommend it, even though is shoujo style, it's pretty ok.....
