I know about the photoshop thing Anna-chan was talking about, but I also use picnik where I sort of over lap the text to make it have a shadow effect, or make the rear text larger, so it looks like a border. Haha, that was kinda confusing-I guess I'm not great at expressing myself either! XD

Aaaaah, now I see what you wanted to ask for! :D But it is still suspicious... xD
Since you use photoshop, Anna already explained you well how to do it there. You can do also something similar in GIMP as well in multiple ways. There is also a handy feature called "Xach-effect" which you can use to add both shadows and highlights to your image (in this case text). I use that effect a lot recently, though just by a small degree.
I think you mean 'stroking' the text. I know photoshop has that option. Or, when I used GIMP I used to select the text layer, then invert the selection so only the text was selected, and then increase or decrease the selection size so the dotty lines you see were outside the text. After that you just need to make a new layer underneath and paint in the colour you wish to use, and you should have a nice border effect.
