I believe that a good command in traditional art is important before you can master digital art, so I think that this contest is a great idea ^^

No it's not. I am well aware that the host of this contest(challenge, whatever) has the right to decide what media is allowed to be used in an entry, but still it's unfair to those who perhaps don't have the skills or materials to draw traditionally.
And your reason for why you say it's fair doesn't even make sense. As a friend of mine put it, 'That's like saying that you shouldn't allow a newer model of car in a race because it wouldn't be around if not for the older model.'
