Actually it is used as the icon for site updates, not as the banner. Entries just have to include the little hat that is in the banner. :)

If you look in the top right corner of your screen in the blue border you should see a drawing of a face in white! That was a piece of artwork done my an artist here on the Otaku! ^_^ If you win your entry gets placed as the banner (:
