Say I find some official Fullmetal Alchemist pictures online like screen caps and magazine pictures that I want to incorporate into my submission. If I redraw them myself, could I use them? Because I have this one specific picture that i saw online and want to redraw as-is with a few alterations in my submission.
Sure! As long as you add the spoiler warning at the top, it's totally cool. (I haven't actually seen the movie, but I know the basic plotline. I don't mind getting parts of the movie spoiled for me, though.)

Don't worry. I see it. It's showing up as an entry, but for some reason, the Fan Comics section displays things out-of-order. That's just a weird bug.
