You need at least few characters per piece, coming from several different western TV toons that were released in the same decade of the piece's focus. Remember, this is a crossover-themed challenge As for character counts, you should go at least about 4. Hope it's clear to you. Drawing only one character violates the idea of crossovers.

You can do as much as you like. Hey, you can, for example, do more than one 1970s themed piece. However, if, for instance, you do two 1990s pieces sharing the same chaarcters you drew who appeared in 1990s animation, make sure that the second isn't a resubmit of the previous (show a different outline per piece). Hope this help your understanding of the rules.
sounds fun, but is it madatory to submit several pictures of seven diffrent characters or do we have to submit one picture wit seven characters in it. Im not sure on the rule for that.

I was happy to see Sam & Max on the 90s list :D A little surprised Bonkers wasn't on there, though ._. Must be a more obscure series.
