Yes, that is the basic gist — how much you can add it while making the picture look good and having everything flow properly. I guess the point is kind of only add detail where you need it: for example, if you draw a character and he has a blank shirt, drawing a design would be good. So not every single space must be filled with something (like, say, you don't have to cover a character's bare arms in tattoos just to fill in space), just add in what you want where you see fit.
When you say "detail" do you mean only linework? What about color? Or is it about how many things I can cram into a picture and still have it make sense?

Is it still ok if there aren't any colors? Cuz I'm so bad at coloring... And maybe I might screw up my work if I color it in.......
