i really love the effects in his fins and the background! i see you tried shading again. i dunno if this'll help you any, but what i do is put the lineart in a different layer, the top layer and set it to multiply, then do each color, like skin and hair, and clothes in a different layer placed between the line art layer and the background layer... sorry if it makes no sense >_< i am bad at explaining things.
