I often see art with this design-style, but they often make the style look overly kawaii, and it ends up looking like every other picture of the same style. This one, however, distinguishes itself with a more mature style. The design is intricate, yet clean. The character does not get lost in a mountain of details, making her secondary to pure visuals (something which people often do). You remember that you're designing a character, and you keep her your focus, while not neglecting the clothing either. It has a very nice balance of style and character.
