lol, i love your art- I don't think the coloring job is horrible, but I'm sure you've done better.
Anyhoo, cel shading is the shading you usually see in anime, especially Naruto. It's like a harsh form of shading without blending it at all. It's the shading technique used most often in shows and even some art.
I have a personal example here:

The shading is mostly in the faces and clothes. And, the pages are out of order- blame MyO for not letting the uploads on "Edit" to work. But, it's an example nonetheless.
