Judging by your technique on photoshop it surely was a long and painfull effort . I know your technique because I have used it to give some touches with light effects on some of my pictures.You mainly color by mouse using a brush and darken effect,over a base of a color .Then try just to get the color and bond it with dark light effects .That is surely a long work to detail by hand so many scales.
I think in short drawings like the small part of the bg,and characters that are far away works great .But for the close ups ,big pictures,and complex background ,this is a nightmare.I know you use the pencil scan just as a reference to color everithing with mouse,and judging for the time it takes,you will probably find my technique a lot more suitable for working at the scales of the dragon.
In my technique I dont use a base color ,like the red you used at the dragon,to give then the light effects.I simply use the fill tool,and then with some advanced effects ,set the light and dark sources to all the structure(of course I dont use a brush to do this) .So I will make a small tutorial to show you the skill ^^ .And then probably you will be able to work with those scales in 5 mins .
If you want to post my coloring for my lineart it will be great ^^ .I know it´s a bit bad because I did it long time ago and now Im better .Well I tried to respect your lineart ,and even worked extra to make it show more the great desing of the dragon, but I could now make a better work ^^ .But if ur happy with it it´s yours to post lol (well it´s an old clasic still) .
Now about the light and dark effects at the dragon body structure.Unless you got a tablet it´s gona be impossible for you to color them at hand, and still add the dark light effects .The good part is probably I will get a tablet soon ,so I might be able to help you.With the tutorial I will send you and the tablet this work will be finally finished.
Dont worry about the time,for me this artwork probably was one of the biggest challenges .And even if you dont belive me the hard part to color for me was the bg not the dragon.Yeah you will have to show me how you did the bg even thou I know you made it practically all by hand and adding light and dark to it.

But the thing is, the scales and background take a lot of work and time (THAT I really don't mind, it's really good for me to draw detailed drawings :33). My drawing style changes everyday. I've already re-started coloring your line art about 3 times. I just couldn't get the coloring right or I just simply improved my coloring :P Here are some detail shots of the background :3
I really want to make the finished result of this drawing awesome, because of all the waiting :3 You deserve at the very least that! :D

Thank you for being so patient and not getting angry because I still haven't finished! It really means a lot to me and I can't say how sorry I am and I'm really going to work on it when I have the time and when my coloring skills come back :S (that's why I'm only making sketches at the moment >__<)

My cat loves to do that, man! And my friend tells me all the time about how he would love a pet dragon that size.
Anyway, I like that picture; it looks way better than a sketch.
You did an excellent job getting the pose. Lol it looks so adorable. i would so want a dragon that small haha. I would all giddy each time i see it taking a drink at the sink.
