Cute! :D I'm not really sure who this is, but you did a good job designing her. Her outfit is really edgy; I like it a lot. And her hairstyle is really cute.
My favorite thing, however, is the eye color. That piercing pale blue is my favorite eye color. Really. I wish my eyes were that color.. but sadly they're brown.. u_u
