Not sure if this'll help or not but you could
select the whole pic in Ms paint and move it
straight down till it lines up with the bottom.

You can alter the size of the canvas in Paint just by moving around the little boxes on the corners and sides. It only alters the canvas size, not the picture, unless you select the entire picture.
Does paint have it? I didn't want the picture to look really fat and weird, so I didnt make it that much bigger. It was really small when I first resized it in Paint, haha.
