I believe the wetsuit at least appeared in the chapters where ash gets to Misty's gym, but I can't be certain. As for the anime, there are differences - there's an episode where jesse and james crossdress and james actually grows distractions. That episode didn't air in the west, period. :)
In honesty though, the Pokemon anime was aimed at a lower audience than the manga (though I'm not disputing that 4-kids edited alot, I'm not saying that at all). The manga itself actually had Misty pretty busty and actually had Ash staring at her a few times. And as far as I know she did wear a wetsuit occasionally (in the manga, I can't speak for the anime because I only watched the english version).
I guess 'cuz when they plan to make those anime into American dubbed, they plan on aiming at a younger audience, since they'd buy all the franchise merchandise. =~w~= I still luvs meh some pokemon, tho. X3

Actually, the japanese manga was initially aimed at teenagers, but Viz decided to censor it all to washboards. In the japanese version, Misty would wear this sexy bathing suit, whereas Viz would've censored that into a wetsuit. Which is rediculous, if you ask me.
