In case you wanted to see the difference. So I can try to remember what I did. XD I used white at a low opacity with a brush that has rough edges. So I recommend experimenting with brushes and making your own as well.
I also duplicated the layer. Then with the top layer, I went to filter>blur>gaussian blur. You don't need to blur it a lot, maybe at 0.4. And then set that layer to vivid light or a different light and lower the opacity a lot. It seems to give it a sort of glowy-like look.
Then I believe I added a new layer and filled it with blue, setting that layer to Exclusion and lowering the opacity of that. That part is probably where the sepia-ness came from.
I don't really use burn/dodge unless working with gold. But you can experiment what it does when set to lighten/darken/midtones.
I'm still learning photoshop as well, so I don't know too much, but I do hope to help in what I have learned so far. :)
And no, I have not seen the artwork of Spice and Wolf's endings, much less know what that is. *goes to google it* XD

It's all Sepia-like. I've always been attracted to smooth coloring like that.

haha! That was like my friend. She and I were painting and everything she did was a huge test and the painting came out marvelous. We think that when she hit her head on the pad, it just sparked something.

This looks great! I wouldn't have guessed it was done with Photoshop because it looks like you used markers or something. Nevertheless, it still looks really good! I like his eyes and the details in the shirt, i.e. the folds and shadows. *jealous*

I was a pitiful amateur but I did do just that--download a texture and paste it to a new layer. I've forgotten most of my skill in the area I once prospered in but with the advice you've given, I now remember one method of making an icon. Thank you very much. ^^d

Uhh.. I'm not too good with the whole fancy-shmancy icon stuff, but one thing you could do is make a "texture" on a new layer. If you don't know how to make textures, you can paste a texture from deviantart (just search "texture" and choose one you like), as a new layer. Then change the layer opacity to a lower number, or even change the colors and stuff.
If you use textures from deviantart, remember to say where you got the textures from. :>
Er... I'm not exactly sure how to do all that on photoshop since I'm a gimp user... >_>; Sorry if I'm no help at all. xD;;
