I think it's because most non-Japanese/Western people who know about lolita also tend towards cosplay/anime/visual kei, etc. So they become sort of associated and blend together and you end up with something that's just...odd.

Even ero-loli, though, isn't over-exposing. The skin shown is mostly shoulder-type areas, but yes, cleavage is allowed. Comparably, the lolita style in general pushes modesty.

It's based off of the Rococo art style. And yeah, gothic lolita is modest, but then there's ero-loli, and cleavage is allowed in that. It's like gothic lolita, with a little bit more stuff showing, but not that much. But I do agree, what you drew is not lolita. It's princess, and something weird...O.o...ummm...corset fashion...O.o? I see the one on the right a lot on here...it makes me confused...
Hmmm...I've never noticed how much the lines have been blurred by mainstream Otakudom! I'm not particularly fond of overly-exposing Loli. It kind of loses the meaning of Lolita's initial cutenss. Like you said, the modest yet captivating style is perfectly acceptable; and it leaves more to the imagination (NOT THAT WAY D;) in terms of personality and believablity(i.e. not just some pretty doll in risque clothing). Maybe this is why people who are less informed to the "true" Lolita meaning interpret it as immoral or taboo.
