Do you know of any tutorials that may teach techniques that allow one to illustrate like that? :]
Well I can only suggest that, type/ look at different tutorials at DeviantArt, after that keep trying to find a suitable colouring techniques from those you find easy or interest at, (you have to try different variety of colouring styles) after trying some of it -you can choose the one you like/ satisfied with it - you master that style into perfection.
Download a program for colouring and effects etc
*Photoshop (its both free and not :S)
*GIMP (Free)
*PaintToolSAI (Free and not)
*Paint.net (Free)
*OpenCanvas (Limited in Free)
Edit: I saw that you have PS, well a suggestion, you can try PaintToolSAI they both work together

Yeah.. I've been told of those methods but I don't know what I should study first so that I can pursue a path of Digital Coloring. Do you have any suggestions to what tutorial I should look at first?

1.) Try mouse...(?) *got shot*
2.) Print the outline, colour traditionally and scan *shot dead*
Sorry those would have been sounded stupid, but number 1 can work easier though lol it just takes a long time depending on how experience the person doing it, i think
