Oh my... umm okay.
1) Hair. First you shouldn't prejudge where your hair is going to be. I can see the triangles on either side of the shoulders where you depicted the length. Also, be a little more loose when drawing hair. Hair doesn't take Viagra, so it shouldn't be so... tight. Hair is loose and free willed, even straight hair.
2) Coloring. Be more consistent with your strokes. I can see, especially on the face, where your coloring utensil went one way, and then you went another. Coloring shouldn't be something you rush. Smooth, even lines will go a long way.
3) Proportions. Either your head is too small, or your shoulders are far too big. Fix one or the other. There are plenty of books out there that can teach you how to do proportions (I get them screwed up as well, even with training). Also your eyes and ears are placed wrongly. They should be towards the middle of the face, not on the forehead.
4) Face. Try to be a little more creative than just a < for a nose and a / for a mouth. You can add a little depth to a drawing just by adding a little more detail.
