well, you can have a friend download it and burn it for you on a CD! it's not that big of a program
besides, you can easily erase cookies and internet history; or certain parts of them >=] (if you wanna know how, just pm me ^_~)

well, there's gimp! it's just like photoshop except it's free so you can download it off their site HERE
or download SAI! everyone seems to be using that for coloring these days
