Really really cute and realistic, I love how you blended all those colours.

I think you should go for some colorful although a bit faded swirls and around those swirls you could add the happy birthday writing....
And like someone said, add some bubbles, you could even play around with that and make one of the bubble in the middle of the writing and make it bigger?

Well for a background what if instead of water you do something as though the fish is swimming through the air? it seems very air like to me.

I think the coloring is great, and the proportions to your fish are perfect, though how can you get a fish wrong haha
