I completely agree with what you said about the stars, I wasn't pleased with them when I first drew this and I'm still not pleased with them now.
About the clouds, I wasn't quite sure how to make them softer, unfortunately, when it comes to clouds I'm a mess. I can never seem to draw them. D:
I'll make an effort to try and get them to be a little fluffier and not so wispy and transparent.

Just for the record, this is better than anything I could EVER do on a computer!!!! The only things I would suggest are...
1. As someone else said on your world, the star placement is too...arranged (for lack of a better word). Whenever I draw something like this, I always think it's better to make the placements a little more random (just not TOO random). Maybe one or two spots that have only a semi-noticable amount of extra stars.... very subtle randomness....
and 2. To add to what another comment made on your world, you might need to make a more subtle transition from clouds to actual space (depending on the angle you're going with- I could be completely wrong).
Anyway, like I said, better than what I could do (i actually really like the colors you used to make all this...). But keep in mind, this is just what I would do, everyone is entitled to their own way of doing things- it's what makes us human.
And don't even THINK that this isn't good because of my comment, cause it is, it's (honest to god almighty) one of the best fan art skylines I've ever seen...and you really should be proud of it....
