Oh, it's really easy! You put a gradient in a layer over whatever your picture is in Photoshop, GIMP, SAI, etc. and then set the layer style to either "overlay" or "softlight". Then you can adjust the colours and such with controls such as hue/saturation and brightness/contrast ^ ^
